Biography

  1. Maj Gen YI Shalangwa was born on 13 December 1962 at Garkida, Adamawa State. He hails from Biu, Borno State. The Senior officer attended St Patrick’s Primary School Maiduguri 1968 – 1974, Government Secondary School Bama 1974 – 1979, Borno College of Basic Studies Maiduguri 1980 – 1981, University of Maiduguri 1982 – 1986 and the Nigerian Law School Lagos 1986 – 1987. He was called to the Nigerian Bar as a solicitor and advocate of the Supreme Court of Nigeria on 22 October 1987. He is a member of the Nigerian Bar Association, African Bar Association, International Bar Association and the Africa Military Law Forum (sponsored by the United States Africa Command). The Senior Officer was granted Direct Short Service Commission into the Nigerian Army in the rank of Second Lieutenant (the rank was later changed to Lieutenant) on 4 October 1989. He later converted to the Direct Regular Commission in 1993. The senior officer was promoted Captain on 4 October 1993; Major 4 October 1998; Lieutenant Colonel 4 October 2003, Colonel 4 October 2009, Brig Gen 4 October 2014 and Maj Gen 4 October 2018. Some of the important appointments held by the senior officer include; Staff Officer Grade 3 Legal Services HQ 3 Div Jos; Legal Officer HQ NIGCON-ECOMOG Monrovia (OP Liberty Liberia); Staff Officer Grade 2 Military Justice HQ DALS Bonny Camp Lagos; Staff Officer   Grade 2 Military Justice HQ 1 Div LS Kaduna; Staff Officer Grade 1 Legal Services NDA Kaduna; Staff Officer Grade 1 Discipline AHQ DOAA Abuja; Ag Col Discipline AHQ DOAA Abuja; ADALS HQ 1 Div LS Kaduna; Chief Instructor Legal Service Wing NASMP Zaria; ADALS HQ 82 Div LS Enugu and currently Director Legal Services (Army).
  1. The senior officer has the following decorations FSS, MSS, DSS and CMH. He is a Member of Nigerian Army Resource Centre. He has also attended military courses such as the Junior Staff Course at AFCSC Jaji-Kaduna and Military Police Officers Basic Course at NASMP Basawa-Zaria. The officer has attended many seminars, workshops and conferences on different aspects of military and civil laws both in and outside Nigeria.  The international ones include: Law of Armed Conflict in Spiez Switzerland, Legal Aspects of Counter-Terrorism at the Kofi Anan International Peace Keeping and Training Centre Accra Ghana, Alternative Dispute Resolution Course in Dubai United Arab Emirates, Maritime Criminal Justice in Cotonou Benin Republic, International Law of Military Operations at Defence Institute of International Legal Studies, Newport United States of America, International Bar Association Conference in Rome Italy, African Bar Association Conference in Nairobi Kenya, the senior officer was also part of the Nigerian delegation to the 17th Conference of State Parties to the Rome Statute on the International Criminal Court (ICC) held at the Hague, Netherlands and Expert Meeting on Investigations in Armed Conflict held at Geneva, Switzerland, Senegal among others.

 

  1. Maj Gen YI Shalangwa has in the past 30 years taken part in numerous Courts Martial/Military Courts/Military Tribunals convened by relevant authorities in the Nigerian Army, Nigerian Navy and Nigerian Air Force. He performed various roles as judge advocate, prosecutor and defence counsel. The senior officer has reviewed numerous courts-martial/military courts/military tribunals Records of Proceedings and prepared numerous Memoranda for Army Council’s confirmation of disciplinary cases. The senior officer as DLS(A) ensured the deployment of Legal Officers to the Units and Formations in the ongoing war against terrorism in the North Eastern Region of Nigeria. This initiative has greatly projected the image of Nigerian Army as a force that operates within the laws of Armed Conflict and international best practices.

4. The senior officer is currently the Chairman, Armed Forces and Security Committee of the African Bar Association as well as the President, African Military Law Forum (AMLF). He is also a member Board of Directors/Governing Council of the following Nigerian Army Legal/Corporate entities; Army War College Nigerian (AWCN), Nigerian Army Welfare Limited/Guarantee (NAWL/G), Nigerian Army Properties Limited (NAPL), Nigerian Army Welfare Insurance Scheme (NAWIS), Nigerian Army Drug Manufacturing Company (NADMACO), Post-Service Housing Development Limited (PHDL), Nigerian Army University, Biu (NAUB), Procurement Planning Committee, Chief of Army Staff Command and Staff Committee (COAS CSC), which is the highest advisory organ to the Chief of Army Staff and a co-opted member of the Nigerian Army Council (NAC). The senior officer enjoys jogging, reading, writing, tourism and watching football matches. He is happily married to Mrs Angela Yusuf Shalangwa and blessed with 3 beautiful children; Joseph, Angel and Abraham.
